Bylaws & Policies

A bylaw is a rule established by a municipality to regulate itself, as allowed by Alberta’s Municipal Government Act. Bylaws are generally prepared by Administration at the direction of Council. Every proposed bylaw must have three distinct and separate readings. A proposed bylaw must not have more than two readings at a Council Meeting, unless the Councillors present unanimously agrees to consider the third reading. Bylaws are reviewed every 2-4 years or as necessary. 

Policies are different from bylaws in that while a bylaw can compel or prohibit behaviours, policies give outlines for action, rules of compliance, and guidelines for achievement. The Village of Hill Spring has a series of policies designed to guide decisions by Administration and Residents.
